This is the first time I try this kind of portrait/character painting (less realistic but more paint-like) so please dont laugh. Photoshop CS 2, reference for face's ratio is based on errr.... myself (with a mirror, but be warned, I'm a guy.)

    ...lucious, simply Ice Cream on Digital Canvas. The brush texture helps to add a "magic" to the colors chosen.
